When the budgets are lower, families may not go for vacations, might not eat out as often as they used to, but the kids still go to school. Development is not dependent on the current market realities, but if you are in it for the long run, perhaps tough times necessitate more training. These are the one-off training interventions that make people aware of what is required today, what will work, and what is desired by the organisation.
